The bill (Reg. No. 2570a) aims at establishing favourable conditions for putting into service incomplete constructions projects, including projects of housing construction, of small and medium business and promoting settlement of unauthorized construction.
In particular, it is suggested amend article 37 of the Law “On Wastes” and deprive central body of executive power that implements state policy on matters of control in the sphere of housing and public utility sector of authority to implement state control in the sphere of waste management.
Committee members believe that introduction of amendments to article 37 will lead to conflict of article provisions of the Law “On Wastes”, etc.
